This isn't really a rumor, but I was wondering who chooses the "Teacher of the Year" at each school, and more importantly, why are they selected before Christmas when the year isn't even halfway over?

Teacher of the Year is a State program, therefore, the State dictates the deadlines and criteria.  Most schools ask teachers to nominate their choice for this honor.  Then, the teachers who are nominated are put on a ballot and the school staff votes to determine that school's teacher of the year.
